In that year, critics compared to an image of Pooh and his friend Tigger a picture of Presidents Xi Jinping and Barack Obama, who met at the G20 in Saint Petersburg, Russia. Cartoons of Xi as Winnie the Pooh were regarded as disrespectful and were banned in China, but they continued to be used by critics.

Following the dismissal of the Party Secretary of Shanghai, Chen Liangyu, Xi was transferred to replace him for a brief period in 2007. He subsequently joined the Politburo Standing Committee and served as first secretary of the Central Secretariat in October 2007. In 2008 he was designated as Hu Jintao's presumed successor as paramount leader; to that end, Xi was appointed Vice President of the People's Republic of China and Vice Chairman of the Central Military Commission. Brought to public attention by Bob Woodward and Carl Bernstein in the book on the fall of Richard Nixon, All The President’s Men, ratfucker was Nixon’s term for a political operative who sows chaos among opponents; an agent provocateur. It is thought to have originated among campus political rivalries at USC, and seems to have some usage in the US military.
Along with Nixon’s other ratfuckers, Roger Stone caused fights at otherwise peaceful Democratic Party protests to generate a false narrative that the Democrats were violent and dangerous.
