In the post-US Civil War South, carpetbaggers were Northerners who moved to the South to take advantage of the unstable social, financial, and political climate. They were called "carpetbaggers" to imply that they were such poor, transient characters that they merely moved south carrying all their possessions in a carpet-bag. A carpet-bag, by the way, isn't a bag for carrying carpet, but a soft-sided suitcase or satchel made out of carpet.

Today, the phrase refers to someone who moves to a new location for opportunistic reasons.

An obnoxious or contemptible person, a douche bag. One that has no fucking clue as to what they are doing, but think they do. These individuals are very often Hypocrites.

scallywag/carpet-bagger 

During reconstruction after the civil war in the southern U.S. there were notherners who came down who were called scallywags and carpet baggers. The word scallywag meant troublemaker and carpet-bagger was an allusion to the bags carried by the norther buisness men who came just to profit. The use of both of these terms was in effect of any person seen as one of these type of people, regardless of race.
I learned about people who former confederate supporters reffered to as scallywags and carpet-baggers in My U.S. history class in 11th grade when the unit vocabulary was being discussed.

carpet bagging 

A female sporting large & hairy outer labia puts that labia on ones face, often a in a prank like manner. Carpet bagging is similar to the male act of tea bagging.
