Before an emoji gets officially accepted into standard unicode

Person 1 : I wish there was an emoji for when I'm crying but also eating ice cream
Person 2 : Just make a mock-up and submit it to the Unicode Consortium
Person 1 : Wait, I can do that?
Person 2 : Sure! Until then it'll just be a premoji
