Used when describing what somebody has done or when comparing how somebody imitated another. Its past tense is also very popular; pulled a.

It can also be used as a temporary insult. Saying that somebody pulled a (whatever) doesn't mean that you necessarily think they are whatever you said; it means that you think only what they did at that time was (whatever).
1) Man, you pulled a George Costanza.
2) You totally pulled a dumbass.
3) So, what...? You're going to pull a 007?

pull a GOT7 

GOT7 is a globally popular 7 member kpop group, who were under JYP Entertainment from 2014-2021. The agency had been mistreating them for years, not giving them promotions, not restocking their albums, not protecting them from stalkers, and the list goes on. All 7 members collectively terminated their contract with the agency, stayed together as a group, all while taking all rights of their album, music, etc from their agency.

No kpop group in history has ever done this before, which is why the act of leaving your agency with rights to all your content, all while staying together as a group is called "pulling a GOT7".
"I love X group buts it's a shame they are under this agency, I hope when their contracts get over they pull a GOT7 and leave with everything."

city chicken 

A food native to Pittsburgh/Western Pennsylvania in which cubes of pork and/or veal are put on a short, wooden skewer, breaded, then baked and/or fried.

I've heard that city chicken originated during the Great Depression, when folks didn't have enough money to buy full cuts of meat, so they assembled meat scraps on a wooden skewer, creating a make-shift drumstick. Hence the name.
