Manuel Antonio Noriega Moreno - a Panamanian general and the de facto military leader of Panama from 1983 to 1989. Contrary to several sources, Noriega was never President of Panama. He was initially a strong ally of the United States and worked for the Central Intelligence Agency (CIA) from the late 1950s to 1986.
