Serial child molester on the loose since 2005, he has escaped many secure prisons such as the Federal Rapist Correctional Facility. Legends say that young children between ages of 1-12 disappear within a 10km radius of Fulin, sometimes there will be unknown white liquids raining from the sky. On rare occasions even whole orphanages and kindergartens have mysteriously disappeared due to this being's arrival.
