Someone who constantly lacks punctuality and will usually stand you up. Some that leaves you hanging... Someone with flimsy punctuality on going out nights such as a Friday or Saturday night. Usually in reference to a good friend, or someone that is 'that guy' or 'that girl'.

6p Saturday night: Flimser "Oh yeah bro I'll see you at 9:30p at your place and we'll go rock it".

9:30p Saturday night: Flimser "Oh sorry man I'm feeling a little tired, I've been working out all day I'm just going to stay in".
