It's accusations exchanged among people who refuse to accept sole responsibility for some undesirable event - both in daily conversations as well as discussions regarding sports, politics, etc.
It can be a way to avoid shame, distrust or minor sentiments of agony.

Person A: "Why did you eat my lunch?"
Person B: "I didn't do it - (Person C) did it!"
Person C: "No I didn't - You ate his lunch right in front of me!"
Person A: "Come on (Person B), don't play the blame game".

Political Party Blame Game 

When people (most famously pundits like Hannity, O'Reilly, Olbermann, ect.) blame all of our problems and nitpick the problems of their opposing party. While not touching on subjects that portray THEIR party negatively.

Or more simply, somebody of one party blames all of their countries problems on their opposing party. While ignoring anything negative their party has done to the country.

Olbermann wouldn't stop talking about how Bush was ruining America, but doesn't say how Obama is ruining America.

While Hannity didn't say how Bush was ruining America, but tells how Obama is ruining America.

These are prime examples of the political party blame game. Blame everything

That'll be the name of my Youtube news channel! Blame game. The. The Blame Game. And the interesting thing about 'Blame' (in general) is that it's more useful as a 'framing device' that it is as a 'mechanism for solution generation'. I'll give you an example: 'Good' people don't blame other people for their problems. By trying to blame other people your are now TO blame and are, therefore, the 'Bad' on. FAULT is irrelevant as the attempt to blame is perceived as admission of guilt. This how 'Blame' is used as a framing device. Now, here is an example of how it is useless as a solution generation mechanism: A person does a thing. They are to blame for doing said thing.... That is all. There is no deduction that can be made from this reality. Any deduction that CAN be made from this reality is little more than mythologizing. You said it was a war. The war on immorality has been raging for thousands of years (So no, no one alive has started anything here). There are some casualties. That is all. Enjoy your war."

big pharma blame game 

When big pharma is allowed to produce and unlimited amount of pain medication and never gets any blame for the drug problems in the country. This is the essence of big pharma blame game.

When the government issues a license to a pain clinic and the doctors overperscribe medication and the federal court blames the owner of clinic and sentences the granted license holder to 20 years in prison. This would be the scapegoat of the big pharma blame game.
