To establish something, put something into order, or to set up something (new).
A neologism as a result of a common error when translating from Hungarian to English, creating a quasi-literal translation of the Hungarian word "statuál" (from the Latin "statuere" or "statutum", meaning 'to set up, to raise, to order, to judge').
Commonly used in the phrase "to statuate an example" ("példát statuál", meaning "make an example of").
"Was he late again?"
"Yes. I think it's time we statuated some new rules."

"Why did you include this?"
"To statuate an example. If people can add stupid shit like "himbo" to the dictionary, without ever bothering to look up that there was a proper term for a male bimbo, then so can I!"

Statute of Limitations 

The Statute of Limitations is what is limiting you from inviting over/spending time with acquaintances. After you've known someone for a long time, but you've never done anything with them, it becomes weird to invite them over. If you don't hurry up and do something with someone you just met, the Statute of Limitations will run out, and then you won't be able to.
"Honey, we should invite Dan and Annie over for dinner! We've been neighbors so long and we've never really gotten to know them!"

"We can't to that! It's too late, the Statute of Limitations has run out."
