presidated 

occurs usually when a White House press conference is involved with President Barrack Obama and former President Bill Clinton. And more question are directed to Bill Clinton than Barrack Obama. Usually involves results such as Barrack Obama having temper tantrum and storming off and waiving his arms and muttering to himself.
The White House Press Corp presidated Barrack Obama and were more concerned with asking somone who might have a clue to what might actually be going on. Probably not a good idea to involve Jimmy Carter.
