Cyberspace 

"A consensual hallucination experienced daily by billions of legitimate operators, in every nation, by children being taught mathematical concepts. … A graphic representation of data abstracted from banks of every computer in the human system. The word cyberspace was coined by William Gibson in the novelette Burning Chrome, but was more notably popularized by the above quote from page 69 of his latter publication, Neuromancer in 1984.

A cybertard is someone who is ignorant of the way that things work on the internet even after having had enough time to learn, especially when it comes to internet scammers. The definition may extend to people who are clueless about other internet knowledge, such as basic html coding, how to navigate an online forum, etc.

A cybertard is someone who lacks "cyber smarts" (akin to "streetsmarts").
