1) multiple confirmations, 2) hinting/asking to be invited to plans already in motion by others, 3) initiating said plans, 4) telling third parties about those plans, 5) expressing excitement about the plans on multiple occasions, or 6) any combination of 1-5.
Multiple showings of a "weiny out" make one a "weingarten", and a "weingarten" who frequents the "weiny out" option 6) is a "tecumseh sherman". The only known species of tecumseh sherman resides in Newport, CA.

Fed Weezy
A slang term for the city of Federal Way. Federal Way is a suburb of Seattle, but with a hell of a lot more swag. If you're from Fed, F-Dub, The 253, The Quarter Trey, or Fed Weezy you know that Pac is a place for street races & homeless people. The transit center is where people get shot. Pattisons West is for middle schoolers. The Mall is known by 2 names and you only go there if you're bored (Sea-Tac & The Commons) Redondo is for Russians. And the high schools are just as dangerous as jails (with the same amount of police security)

West Midlands slang word for rockers, bikers, greasers etc. In the late 1980s it was used by the UK music press to refer to a specific scene centered around the bands Pop Will Eat Itself and Crazyhead. The term never found favour with readers of 'the inkies' (Sounds, Melody Maker and the still extant NME) and was soon dropped.
