A person who has a significant conceptual, behavioral, or intellectual impairment that makes it impossible for them to understand or use even the most rudimentary of electronic devices.

Jack can't even program his remote control or the speed dial in his cell phone--what a technotard!

technoliterate

Someone who is versed in many forms of techno (technically known as electronica), from house to trance to progressive to tribal, etc. This person will have a variety of fly techno beats in their collection of techno. You may find many such people at clubs and festivals specializing in such music.

Dude, we got a soccer game in 15 minutes! We need some techno to pump us up, what do you got?

N. A technological retard - someone who is unable to figure out how to do anything related to technology (e.g. computers, the Internet, cell phones, etc.) despite having received instructions more than once.

My mom is such a technolotard! I've showed her 10 times how to install an app on her iPhone and she still has to keep asking me how. Fuck me!

technitard

noun - A non-(politically correct) term used to describe a person who may or may not be book-smart, but when he/she is put into any technical-type situation... he/she is totally lost. A technical retard. One who is completely overwhelmed, can not figure out (or is afraid to try), anything of a technical nature without guidance and/or an easy-to-read instruction manual. Completely lacking the self-confidence to: repair, replace, configure, make-right, assemble, dismantle, remove, install, build, or explain anything technical.

A technitard is the person who consistently has the flashing 12:00 on any device with a digital clock. Example: You walk into their home and your eyes are immediately drawn to the old VCR... it's blue digits blinking 12 clock on the display!
