Like flattery. If you use splattery on someone, you're trying far too hard to flatter/suck up to them, and it's really obvious. It can get extremely annoying, and is only when it's done sarcastically/on purpose.
Splattery user: "Wow, you're SOOOOO pretty!! Like a bunch of flowers!! Prettier than anyone EVVVVEEEERRRRRR!!!" (Sarcastically)
Person: um ok
