To be used to describe any one who is either from rhea county, or live is in rhea county and can assimilate in to the majority of the general public that is full of ignorance. Synonyms include: idiot, dumbass, retard, ignoramous, jack ass.

This guy must be from rhea county, he's such a rheatard that he ran into the big neon yellow pole in the parking lot.
