A nonsense insult, inspired, I guess by felch. If any meaning is to be derived from it, I would assume that it is implying that the person in question resembles in some way an anus-full of semen, ,ready to be orally incorporated.

Brought to public attention by Bob Woodward and Carl Bernstein in the book on the fall of Richard Nixon, All The President’s Men, ratfucker was Nixon’s term for a political operative who sows chaos among opponents; an agent provocateur.
