It is a cross between calling someone a Clown and a Donkey. Used in a negative way towards someone so stupid you can't decide whether to call them a Fuckin' Clown or a Fuckin' Donkey.

That fuckin' guy's such a clonkey. Plural - Her and her whole crew are a bunch of clonkies.
