1. When a competing brand's creative agency publishes a stock photograph before your creative agency's work goes to press.

2. When a creative/designer finds it difficult or impossible to find the right stock photograph for his/her job using the search tools on a stock image library.

Similar to a cockblocker, the shockblocker is reserved for those attempting to block a lesbian hook-up. Although this hook-up may not really involve the shocker (two in the pink, one in the stink)... it will definitely involve at least two fingers and not a cock, and so shockblocker is the most appropriate term.
