Usually derogatory. A mesugaki is a kusogaki who is a brash, devilish little girl (often times a loli) who teases adult men, typically in a vulgar manner, sometimes overly promiscuously.

Pixiv dictionary attests that the term has been used since at least 1996, in Kindaichi Shonen no Jikenbo (金田一少年の事件簿).

The male counterpart is "osugaki", but this term is extremely rarely used.
