Can be a plan. Usually has a silly and fun connotation, usually used for plans involving substances. It can also be a joke or a prank.

A: What’s the ligg tonight?
B: I’m thinking we go out clubbing tonight

A: are we getting liggy tonight? (Are we getting silly?)

For prank example: let’s pull a ligg on Sophie. Hide her phone.
