"Hicklib", being a combination of "hick" and "liberal", and is used to refer to liberals that live in rural areas of the United States, namely the Southeast. Hicklibs exist for two reasons, a historical one and a practical one.

Historically, Jeffersonianism, an Egalitarian, Agrarian, Democratic ideology was most prevalent in the South among farmers during 1790s to 1820s. While a long gone ideology, it still lingers in modern day Southern Republican ideology. The most important effect of Jeffersonian thought is Anti-Elitism, which fuels the "folksy" kind of class resentment parroted by hicklibs, and more recently suburbanite Republicans.

Practically, hicklibs exist because rural areas shelter White people from the realities of living in a multiracial environment and how that affects suburban and urban populations. They don't understand why borders need to exist because they've never interacted with an immigrant before. If they are Appalachian, they are probably on government assistance too.
"Wow, I can't believe these rural county acted more like antifa than actual antifa members when nationalists showed up!"
"Yeah, because this place is full of Hicklibs."

Words you can keep
The term "hicklib" is a portmanteau of "hick" and "liberal." It is sometimes used informally to refer to individuals who hold liberal or left-leaning political views but may come from rural or less urban areas. The term can carry a connotation of someone who embraces liberal ideologies despite living in a region where conservative viewpoints are more prevalent. It's worth noting that this term is not widely used and can be seen as derogatory or dismissive, so it's important to use language that is respectful and avoids stereotypes when discussing political beliefs.
Many people assumed that growing up in a small town would make him conservative, but he turned out to be quite the hicklib, supporting progressive policies even in rural areas.

The act of speaking to a friend using Bill Hicks jokes. Or the even simpler act of telling a full Bill Hicks joke to a group of friends to entertain or to possibly introduce them to the comedic styles of Bill Hicks.
Speaking Hicklish also includes using a Bill Hicks joke to go with the situation you may be in, the full joke does not have to be said but instead pieces can interpretated to fit the context of the conversation.

More from Urban Dictionary
West Midlands slang word for rockers, bikers, greasers etc. In the late 1980s it was used by the UK music press to refer to a specific scene centered around the bands Pop Will Eat Itself and Crazyhead. The term never found favour with readers of 'the inkies' (Sounds, Melody Maker and the still extant NME) and was soon dropped. Now often used in predominantly working-class areas of the midlands and the north to mean someone who listens to rock-derived music and/or dresses in a manner that suggests they affiliate themselves with rock music of some kind.
Some grebo passed with Sabbath playing on his stereo.
The Poppies are at no. 17? God, a grebo band in the charts!
