A commonly misused phrase, used to describe someone with anger issues. Used after the film of the same name came out.

Reverse Anger-Management 

The kind of therapy one goes to when he/she finds that everyone hates them, typically on-sight.
"I have no idea why they hate me so much. We've never even talked."
"Maybe you need to go to reverse anger-management".
"Good idea. It's not like this is the first time it's happened".

angler management class 

What a rod-and-reel sportsman hasta attend for displaying an unacceptable level of maniacal rage during a lousy fishing day.
If Madea decided to try her hand at dropping a hook in da water but failed to catch much of anything worthwhile during said endeavor, she might likely become so furiously frustrated dat she'd get sentenced to angler management class.

Describes what a short-fused game-warden possesses when dealing with fishermen.
As an employee of da Department of Natural Resources, da perpetually-hotheaded Bob Stuyvesant would likely have major "angler-management issues", both in his manner while fumingly waiting for said stream-bases sportsmen to hunt through their backpacks to locate their paperwork, and bawlingly lamenting about "da one dat got away" --- i.e., da occasional rod-and-reel wielder who managed to slither off before da overzealous-and-obsessively-by-da-book Bob could have a chance to check his catch or ask to see his license.
