literally means "Shittily chilly" This is when it is really fucking cold and windy and it doesn't snow. This is usually the weather where your car ends up dying and you have to spend 20 minutes freezing your ass off.

When the argument a politician makes is (too) obviously targetted to a certain group, but his/her history doesn't indicate the same passion for the thing he/she claims to be true.

A politician claiming that, for exmple, Taiwan needs the second amendament because that keeps the government honest when he/she knows that police and armies have more than just handguns. "That's just schilly!"
