To convince someone to do what you want by monetarily bribing him.
One should make absolutely sure that a person who is trying to pursuade him to do something actually has sufficient money in said purse to cover the promised bribe, and is not merely showing him an empty wallet and thus trying to pull the old empty carrots-bag on a stick routine.
