It's a reference to the anime Himouto! Umaru-chan, which in it self, references the Weekly Shōnen Jump (A popular manga magazine in Japan).
In the anime, Umaru refers to her maganize as "Shonen Jumpu".
Given that it's a light hearted comedy anime, folks using this term are usually talking/discussing manga in a very casual way.
