A black man driving a retired police car.

Everone has been fooled by the black man in the retired police car. For example if your speeding though town and your buddy warns you "Hey slow down there's a cop" soon after, you notice the spinners and relize its nothing more than a black man in a retired police car. You would then say "thats not a cop, thats a jiggapo! This word was created by combining the jigga in jiggaboo and the po from popo, slang for cop.
