The creeps who drive around in white vans (often with no windows or advertisements on the van) and sometimes with a ladder on it. They kidnap dogs and the occasional kid.

Any person who abuses opiate derived drugs, especially heroin and oxycontin. This term applies to all addicts, whether or not they slam, snort or free-base the substance.

Kurt Cobain and many other brilliant musicians are/were Downoppers.
