Carny and porno slang for a man or woman who is a novice-- ala Grasshopper on the 1970's TV show "Kung-Fu"-- but with a puppy dog like aura.

The creeps who drive around in white vans (often with no windows or advertisements on the van) and sometimes with a ladder on it. They kidnap dogs and the occasional kid.
