Typically used as a slur to describe a "gangsta" of any race, rather than using the "forbidden slurs." Not intended to be negative toward any one race, just the antisocial bottom feeders. The type who choose a life of crime over being productive members of society. It also can be used to describe hard drug users, or other undesirable individuals.
