Of Coarse It's two words Improper and Propagander combined to make Impropagander. It's to emphasize and stress a misuse of Information either Political or otherwise. Most likely used to Condition, Program, and Brainwash people into believing an Ideology, Political System etc......Used to Deceive, Lie, Twist, an Issue for a Group, Organization, Political Party, or any entity in order to Control, Enslave, and Direct the thinking of the populace. This is an Extended and Personal Definition of this made up Word.......

The Demon-Rat Party uses Impropagander to deceive and persuade.
