When a little chinese man (best done when their under 5 ft) lures a random black guy down to the subway at 3 am then says he has something to tell the black guy. So the black guy will bend over to hear but the china man blowsw his load in the black guys ear and sticks him to the seat using sticky sweet and sour sauce. Then lectures him on maths, accounting and how to use a scientific calculator. Then pulls out a pipe starts smoking it and dancing like an irish man.

A slang, degrading phrase describing the neck area (front or rear) an overweight person.
Ralph, look at Wendy, damn she has gotten fat, just look at those rolls on her face! Yeah, tell me about it Bob, She's got "more chins than a Chinese phone book"!

2 - When you see someone injured or dying and pretend you haven't seen and just ignore it, leaving the person to die.

A phrase used to taunt fat people with double chins, the name chin often appearing millions of times in a chinese phone book due to the popularity of the name and population of the chinese country.
"Look at that fat twat, he's got more chins than a chinese phone book!"

What the fuck is a Chinese downhill? 

A phrase used to express lack of understanding when everything should be perfectly clear.

A way of saying "I should understand this completely, but it makes no sense whatsoever."

Origin: In the 1980s ski comedy "Hot Dog: The Movie," the antagonist proposes a Chinese downhill to resolve all conflicts between himself (the hotshot skier) and the protagonist (not so talented skier/cool guy). After they outline what's at stake -the girl, rule over the slopes, cash, etc. -the comic-relief Chinese guy leans in and asks "Wha te fuck is a Chinese downhir?" (A Chinese downhill is a ski race with a shotgun start -first one to the bottom wins.)
Journalists talking about a story that's been assigned, but the second journalist missed the meeting:

J1 -"Good luck getting Pee Wee Herman to discuss his movie theater fetish. You better get on it; deadline is Friday."

J2 -"Pee Wee Herman about what? When did this happen? What the fuck is a Chinese downhill?"
