This is a phrase used in counter-strike or any type of PvP / FPS / RTS game. It is used to taunt your opponent when you have either landed an amazing head shot, double kill, or completely owned a bunch of noobs.
Term came to light on the well known tube video 'mad cause im stylin', where a rap battle took place and the guy who used the line got socked in the face.
Basically, it is used to anger your opponent and declare your dominance.

If it was don't mess with our kids your kids would have stopped getting molested and killed you fucking assholes. Is that another mass stabbing? Do we ban knifes or is maybe something else causing that? Because you're going to blame a broader systemic problem but I'm here to tell you exactly what you're doing that would cause ME to stab up your kids. Brought to public attention by Bob Woodward and Carl Bernstein in the book on the fall of Richard Nixon, All The President’s Men, ratfucker was Nixon’s term for a political operative who sows chaos among opponents; an agent provocateur.
