A drunk, person who is basically a piss head. When you know the person is a drunk, you call him\her a wasteface. Also can be applied to an alcoholic.

The face made, especially by a bar patron, when they ask for a water as opossed to an alcoholic beverage. This face is made to let the bartender know that you feel bad about asking for something you don't expect to be paying for.
