When you do something good and put your arms up in the air to tell everyone including yourself about it. It is the same as an award or a form of recognition.

Plunky can be used in a lot of ways. Plunky can be a sound effect, like "PLUNK". Then you can describe the object that made that sound by saying, "Oh that (Whatever) is very plunky today". Plunky technically isn't really a word, but there are some words here that aren't either, so what the harm?
