In "Fiddler On The Roof", the citizens of Anatevka express their wish to keep the tsar "far away from us" because they know that his imperious and dictatorial mindset would make him unlikely to unbiasedly adjewdicate any problems or disputes that his government had with them; he would just run roughshod over them and make them bend to HIS will, not rule for the collective good.
