Vetocracy 

When a government, group, organization, or any other ruling body is unable to govern because small minorities veto or obstruct decisions and legislation from being enacted
Congress is a complete vetocracy. Right now a single person can block a law just by sending a note saying they want to filibuster.

"Zerocracy" is the system of economic government where revenues cover expenditures, thus preventing deficits, national debt, and the undemocratic and unfunded favoring of politically influential segments of the population. Democracies that balance their books become zero-debt and zero-deficit democracies, hence known as "Zerocracies".

Vipocracy 

A state of government or rule where in all senses of morality and sociatal correctness are discarded and an anarchistic rule is established. First realised by two chatroom members known as the Vipers when they took power and set themselves up as the demigods of the known boards. One may also take a Vipocratic oath in which one shows his respect to the randomness of life and rule of the Vipers and is willing to adhere to the customs that are in place at that specific time.
