Someone who steals pool balls and proceeds to ruin every game of pool he can get his hands on. Often waiting for the game to start before slowly making his way to the table to ruin it . The pool table bandit operates alone and takes his time stealing ball to ball.
Where someone is talking about a topic, and another person slowly slides their way into the conversation, but doesn't jump in fully, eventually full sending and jumping in, kind of like how some people hesitate to fully enter a pool.

Origin of the word is unknown. Started sometime in World War 2. Given the typical evolution of British slang, could easily have started because what these experts did was confusing or “baffling” to the common person.
