A shart gargler, as in one who gargles sharts. An individual who is particularly despicable or dastardly.

His repeated failure to condemn blatant acts of discrimination has solidified his place in history as a grade A shargler.

To shart onto a person's upper lip. Comparable to a shitler, the difference being that the shit is applied by sharting it directly onto the upper lip instead of being smeared on with a finger.
