An individual, usually a male, who's lips are so chapped that they are white. These lips are usually cracked and though the dry white coating are pink cracks.

When cute asian girls do that kissy-kissy knockout pose with their lips for a photo, much like a normal pout but with a slight flattening of the upper lip, most often found being done by girls from Hong Kong and China, but also any oriental girl in general.
