Refers to a person (usually male) who is quick to focus on a woman's boobs (big or small/exposed or not). Almost always able to guess the cup size, age, and realness of the boobs just by looking, is also very easily distracted by them, ESPECIALLY during conversations.

The other day at school I had some great ideas to share, but I'm not sure how much he heard because he is a BOOBSERVANT!!!!!
