Implicitly, it's a refutation of the claim you can conclude that law enforcement is systemically racist based on the fact that members of the minority group account for a disproportionate number of violent confrontations with the police.

Originating in the US, 1350 is a statistic used to prove black criminality even though the report it originated from concludes that black people commit more crimes because of poor socio-economic conditions.
