The nickname for a usually Hispanic male, usually somebody you have a strong disliking in, or a mass number of individuals do. Not always Hispanic. Occasionally from the Carolina's, or Gerogia, Alabama, or Maine.

A kid nobody likes and nobody ever will try to get attention, are not funny. Name origin comes from a Whoopee Cushin, those things are annoying. Just like a Whepie.

noun referring to or describing a person which obstructs, annoys, and screams in a high pitched voice. often these screams are short bursts of unintelligible words which usually occur between members of small cliques or other groups. can also be used to negatively refer to a person who is not gay but speaks/dressses/acts in a feminine way such that it annoys/bothers those around him.

stop complaining about how your hair looks you little whepa. justin timberlake is a whepa.
