A person who uses Twitter way too much, think it's the best thing in the world and fills up your queue with crap. They tweet about what they're eating, when they take a shit, and other banal, boring and otherwise vapid drivel.

Behaviour that does not help the situation, tinged with an entitlement based in a misconception of competency. I.e. foolish behaviour by a twat who thinks they're doing the right thing and have the authority to do so... when any outside observer could tell them they are being an utter cockwomble.
