From the Rooter to the Tooter 

It's an old expression actually originating from a peg, with the Rooter being the snout, and the Tooter being the tail. So basically it means the whole hog from snout to tail. But has come to mean from head to toe.
That girl is bad from the Rooter to the Tooter.
A Tozer was a man who teased the cloth with a tease (The Romance Of Names) by Prof. Ernest Weekly M.A.1914 (p.170). The earliest known record of the name is 8th. March 1417 when Reginald Tozer received letters as a Sub-Deacon from the Bishop of Exeter in Devon England.

"Toogers" is a term used by streamer "SB" and his chat. The origin of the term "Toogers" comes from one day, when someone in his chat messaged the term "P*gg*rs". He has not heard this term before and mispronounced it as "Toogers". Ever since SB and his chat started using it as a joke, and it is now the standard.
That clutch was so Toogers.
