Definition of cursed speech:
Cursed speech is if you say something, like a command, ex: don't move (to someone) they will freeze.
So basically, it's like having minimum words to say. Toge Inumaki uses words like salmon, bonito flakes, e.t.c
It's dangerous, so he uses words like those to express what he's saying, obviously you gotta memorize it.
