A term used to describe U.S. Navy sailors off of ships when in port on a naval base by the shore duty personnel. They are stupid, ignorant, rude, loud, and obnoxious. They go out into the town outside the base, get drunk, rape foreign girls and cause international incidents like bar fights, murders, and shoplifting which causes the base to look bad. The shore personnel look forward to their deployments and pray they will stay the fuck underway.
