Referred to a student who is studying Electrical and Electronic Engineering even after taking multiple drop years with no job and life experience even though the student might be considered older than average. The word "Pudina" here means mint in Hindi and is a reference to a Bhojpuri song "Pudina lelo" in which a singer is attempting to sell mint in a really flamboyant way because he could not get a "real" job.
