Pretty much a slang word for folks who make a career of feeding off The Public Trough. This word is often used in Public Housing and Section 8 Strongholds as well as the Social Security Office.

Actually that is inaccirate. Lupin the third came out in the late 50's early 60's waaay before Cowboy bebop. He is the sharp shooter with the lowered fedora.
