The reforms will consist of changing or removing key institutions that helped Trump hold power: the cult of personality that surrounded him, the Trumpist political system, and the system of immigrant camps, black-ops sites, and criminal justice system more authoritarian than the Gulags, all of which had either been created by him or revived when they were being phased out. The reforms might also include a presidential annulment of Trump's entire illegitimate presidency.
