claptrapocracy 

I can find no dictionary definitions for this word but I believe the intended meaning is government by inept individuals spouting nonsense.

A similar word to kakistocracy, which is in the dictionary: "government by the least suitable or competent citizens of a state".
"Ireland isn't really a utopia – it's just its neighbour is a gurning claptrapocracy". Headline in the Guardian 29th July 2020.

claptrap 

A person who is prone to catching Chylamidia, or one whose sexual hygiene (or lack thereof) is questionable.
Minh is such a claptrap! That's his second name.

noun. The state of clapping. When an audience viewing any live entertainment or performance is actually engaged in the act of applause.
